This indicator shows the percentage of low achieving pupils the proportion of 15-year-olds with attainment below level 2 in reading, based on results from the OECD's Programme for International Student Assessment (PISA). Level 2 is considered the baseline level of performance. Students at this level are capable of solving basic reading tasks, such as: locating straightforward information; making low-level inferences of various types; and working out what a well-defined part of a text means and using some outside knowledge to understand it. The indicator can be broken down by gender.
