The European Commission launched a coordinated response against the coronavirus effects that threat the European economy, with the temporary “Support mitigating Unemployment Risks in Emergency” (SURE) initiative, aiming to protect affected jobs and workers.

SURE provides financial assistance in the form of favourable-termed loans, addressed to the Member States. Funds through this initiative are to be used to cover the costs of the creation or extension of national short-time working schemes, allowing firms to reduce their working hours without proceeding to lay-offs.
